The RFQ and public notice can be obtained by visiting https://www.bwwb.org/business/bids. Mailed submittals must clearly label the package titled Professional Services Agreement – Consulting Engineer and name of the Firm on the outside of the delivery package. Ten (10) bound copies must be comb, spiral, or glue style. Three ring binders are not acceptable as a binding method. CAW recommends that the Proposer’s RFQ submittals be limited to no more than 30 pages (not including the cover letter and resumes). The RFQ outlines the schedule for the submission and evaluation of the submittals. These are tentative dates only; CAW reserves the right to adjust these dates at its sole discretion.
A virtual Pre-RFQ Conference will be held on Thursday, October 30, 2025, at 2:00 p.m. The Pre-RFQ Conference is optional but strongly suggested since there will be no additional communication that will be issued by CAW until selected Firms have been shortlisted.
Alabama Code §31-13-9 (1975) provides that as a condition for the award of any contract by Central Alabama Water, a business entity or employer that employs one or more employees within the state of Alabama shall provide documentation of enrollment in the E- Verify program.
CAW reserves to reject any proposals submitted, waive any informalities and technicalities, and award to the proposer it deems to serve CAW interests best and most economically. CAW reserves the right to cancel the contract due to non-satisfactory performance or if the proposer is found to violate the terms and conditions of the proposal or does not correct any violations of the proposal. The MOWA Choctaw Housing Authority (MCHA) is soliciting sealed bids for the following project:
Project Name: RFQ-10-06-2025-001_MCHA Five Homes Project
Project Description: New Construction of Five Single-Family Homes
Location: MOWA Band of Choctaw Indians Reservation, Mt. Vernon, Alabama
This Invitation for Bid is open to selected Home Builders. The project will be awarded under an unrestricted solicitation to the lowest responsive and responsible bidder using the “X” Factor tabulation (Indian Preference applied). One Prime Contractor will be awarded the project.
The scope of work includes the new construction of six homes, including all associated utility infrastructure and septic systems. The Contractor shall provide all labor, materials, equipment, tools, and incidentals necessary for the full completion of the project.

Bid Security Requirement:
A bid guarantee from each bidder equivalent to five percent of the bid price. A deposit of $75.00 payable to Speaks & Associates, along with a completed Request for Bid Documents form (which may be obtained by emailing brendah@speaks.cc and requesting it), is required for each set of plans and specifications. Bidder is responsible for shipping costs. The deposit will not be refunded. No plans and specifications will be issued to contractors later than the Thursday prior to receiving bids.
The bidder must provide their name, address, and other information required by the Project Engineer on the Request for Bid Documents form in order to obtain a numbered set of Contract Documents, which will be assigned to that bidder. The Contract Documents are for that bidder’s exclusive use and a bid submitted by any other bidder using a numbered set that has not been assigned to them is automatically disqualified. This provision will not be waived.
It is the bidder’s responsibility to verify with the Project Engineer no later than 72 hours prior to the bid time and date that they have received all addenda and other supplemental information issued by the Engineer during the bid period for use in preparing the bid.
A bid bond or certified check equal to five percent (5%) of the base bid payable to Kushla Water District must accompany each bid. No bid may be withdrawn for a period of 60 days following the bid opening unless approved by the Owner.
Each bid must be submitted in a sealed envelope on forms provided in the specifications and shall be clearly marked bid for: Water System Improvements/New Elevated Water Storage Tank (300,000-Gallon Leg Type Tank).
