Sealed Bid Proposals will be received by The University of Alabama at Birmingham Facilities Planning Design and Construction at the Facilities Administration Building Conference Center, 801 6th Avenue South, Birmingham, Alabama 35294, Tuesday, July 16, 2024 until 2:00 pm Central Time for UAB Project No. 230539 – ZRB RM107 Dry Heat Sterilizer Installation located at 703 19th St. South, Birmingham, AL 35294 at which time they will be opened and read.
Prime Contractors that are properly licensed for this type of work are required to prequalify in order to bid. For more information about the project and how to prequalify, please go to the UAB Facilities Bid Calendar at www.uab.edu/facilities/pdc/bids, refer to the bid date above, and click on the specific project number.
Applicants for Prequalification are strongly encouraged to submit applications at the earliest date possible following the first date of advertisement. UAB will review applications as submitted and notify applicants within two (2) working days of submission. Applications received after the date of the Pre-bid Conference may not be considered.
Applicants are strongly encouraged to obtain a minimum of 20% diverse business participation.

A cashier’s check or bid bond payable to the Board of School Commissioners of Mobile County in the amount not less than five (5) percent of the amount of the bid, but in no event more than $10,000 must accompany the bidder’s proposal. General Contractors may procure plans and specifications from Goodwyn Mills Cawood, LLC attn: Doris Furr at doris.furr@gmcnetwork.com upon payment of a deposit of Twenty dollars ($20.00) for a one time administrative fee for digital/file sharing access or Seventy Five dollars ($75.00) (printed) per set. Contractors are encouraged to use the digital plans. Refunds will be issued for printed sets only issued by the Architect to each general contract bidder on the first two (2) sets issued submitting a bonafide bid, upon return of documents in good and reusable condition within ten (10) days of bid date. Additional sets for General Contractors, and sets for subs and vendors, may be obtained with the same deposit, which will be refunded as above, less cost of printing, reproduction, handling and distribution, which is estimated to be the same as the deposit amount.
Bids must be submitted on proposal forms furnished by the Board of School Commissioners of Mobile County or copies thereof. All bidders bidding in amounts exceeding that established by the State Licensing Board for General Contractors must be licensed under the provisions of Title 34, Chapter 8, Code of Alabama, 1975, and must show evidence of license before bidding or bid will not be received or considered by the Architect. The bidder shall show such evidence by clearly displaying his or her current license number on the outside of the sealed envelope in which the proposal is delivered. The Owner reserves the right to reject any or all proposals and to waive technical errors if, in the Owner’s judgment, the best interests of the Owner will thereby be promoted.

NOTICE TO BIDDERS
Sealed Bids for a water main replacement project will be received by The Water Works Board of the City of Birmingham, System Development Department, 3600 First Avenue North, Birmingham, Alabama until 9:00 a.m. local time on Thursday, July 25, 2024. The Sealed Bids will be opened and read at 10:00 a.m. local time on Thursday, July 25, 2024, by System Development Department staff in the System Development Conference Room on the Second Floor of the Main Campus Building located at 3600 First Avenue, North in Birmingham, Alabama. Each Prospective Bidder will be able to listen to the Bid Opening via conference call [Number: 1-888-278-0296 / Access Code: 2875407]. Bids received after 9:00 a.m. local time on date aforementioned will be rejected and returned unopened.
The Work consists of but is not limited to the installation of approximately 4,990’ of 8” DICL “Zinc Coated” pipe; 1,500’ of 4” DICL “Zinc Coated” pipe; and 178 water services” and other miscellaneous associated items as necessary to complete the Work along 14th Place Southwest; 15th Street Southwest; 15th Way Southwest; Cleburn Avenue Southwest and Alameda Avenue Southwest located in the City of Birmingham, Alabama.
Bids shall be based on unit price items and lump sum items as indicated on the Bid Form (Section 00410).
Bidding Documents may be examined at the office of the Manager – System Development Department, The Water Works Board of the City of Birmingham, 3600 First Avenue, North, Birmingham, AL 35222.
Bidders may obtain one (1) complete set of Bidding Documents from the office of the Manager -System Development Department, The Water Works Board of the City of Birmingham. Partial sets of Bidding Documents will not be available to any Bidder. Neither the OWNER nor the ENGINEER will be responsible for full or partial sets of Bidding Documents, including any addenda, obtained from other sources. No Bidder may withdraw or alter his bid within ninety (90) calendar days after the actual date of the Bid Opening.
A Mandatory Pre-Bid Conference will be held at 10:00 a.m. local time on Tuesday, July 9, 2024, via conference call (information listed above) in the System Development Conference Room. All Prospective Bidders are required to attend the Pre-Bid Conference via conference call. The purpose of the Pre-Bid Conference is to raise questions pertaining to the Bidding Documents and Contract Documents and for the OWNER or its representatives to clarify any points. Bids will NOT BE ACCEPTED from any Prospective Bidder who does not attend the Pre-Bid Conference via conference call. HUB Program Acknowledgement (HUB Form 1), HUB Compliance Form (HUB Form 2), HUB Resource Engagement Form (HUB Form 3), HUB Subcontractor Performance Form (HUB Form 5) and HUB Subcontractor Utilization Form (HUB Form 6) of Section 00451 HUB Program must be submitted at the Bid Opening as shown above.
Each Prospective Bidder is required to visit the site(s) at which the Work is to be performed. The OWNER will not conduct a site visit with the Prospective Bidders.
Each Bid shall be accompanied by a certified check or Bid Bond in the amount of five percent (5%) of the bid not to exceed $10,000.00 in the form and subject to conditions provided for in Section 00435, Bid Bond.
The Successful Bidder will be required to furnish a Performance Bond and a Labor & Material Payment Bond each in an amount equal to one hundred percent (100%) of the Contract Award.
Bidders shall comply with all statutory requirements in accordance with the Instruction to Bidders. Bids will only be received from CONTRACTORS who are licensed by the State of Alabama.
Contract time of commencement and completion will be in accordance with the Agreement.
The Water Works Board of the City of Birmingham (“BWWB”) has adopted a voluntary Historically Underutilized Business (“HUB”) Program designed to encourage the participation of HUB firms in construction projects. To that end, the BWWB will never exclude any firm from participation in, deny any person benefits of, or otherwise discriminate in connection with the award and performance of BWWB contracts based on social or economic status. Historically Underutilized Business (HUB): a business formed for the purpose of making a profit and is at least 51% owned, operated and/or controlled by one or more American citizens or permanent resident aliens who are a: Minority Business Enterprise (MBE); Women Business Enterprise (WBE); or Disadvantaged Business Enterprise (DBE) [herein sometimes collectively referred to as a HUB].
It is the intent of the BWWB to foster competition among contractors, suppliers and vendors that will result in better quality and more economical services for the BWWB. Under this program, the BWWB has established a goal of 30% participation of HUB firms for services required for BWWB construction projects. The BWWB’s stated goal will not be the determining factor in construction contract awards; rather bidders must demonstrate compliance with the Good Faith Efforts, more particularly outlined in the HUB Program, toward meeting said goal.
Failure on the part of a bidder to fully submit the information required herein may be considered by the BWWB in evaluating whether the bidder is responsive to bid requirements.
Alabama Code §31-13-9 (1975) provides that as a condition for the award of any Contract by The Water Works Board of the City of Birmingham (“BWWB”), a business entity or employer that employs one or more employees within the State of Alabama shall provide documentation of enrollment in the E-Verify program.
Each Prospective Bidder must complete Section 00200a Certification Regarding Debarment. The Certification must be complete in its entirety and must be included with the Prospective Bidder’s Bid (NO EXCEPTIONS).

Each Prospective Bidder must comply with Section 00452 Non-Discrimination Policy, while conducting business or participating in events or activities for the OWNER. Each Prospective Bidder shall maintain an environment free of discrimination, harassment, and retaliation at all times.
Each Prospective Bidder must read, understand, and adhere to the requirements of Section 00740 Wage Determination Schedule relative to the minimum prevailing wage rates mandated by the applicable state labor department or other authority having jurisdiction (NO EXCEPTIONS). Each Prospective Bidder is required to make sure his or her Subcontractor(s) understand the minimum prevailing wage rates for the work location.
Each Prospective Bidder must read and provide documentation relative to the “Request for Company Product and Service Information Letter” and complete the “EEO Report Form” document for the corporation, partnership, joint venture, etc. submitting a bid included at the end of the Section 00200 Instruction to Bidders. These two (2) items must be included with the Prospective Bidder’s Bid.
Each Prospective Bidder shall read and understand the Alabama Department of Revenue’s (ADOR’s) sales and use tax exemption policy pursuant to Act 2013-205 Section 1(g) [CONTRACTOR accounts for the sales tax not included in the Bid Form by submitting an Accounting of Sales Tax – Attachment to BWWB Bid Form]. Failure to provide an accounting of sales tax shall render the Bid non-responsive. Other than determining responsiveness, sales tax accounting shall not affect the bid pricing nor be considered in the determination of the lowest responsible and responsive bidder. Sealed Bids for a water main replacement project will be received by The Water Works Board of the City of Birmingham, System Development Department, 3600 First Avenue North, Birmingham, Alabama until 9:00 a.m. local time on Thursday, July 25, 2024. The Sealed Bids will be opened and read at 10:15 a.m. local time on Thursday, July 25, 2024, by System Development Department staff in the System Development Conference Room on the Second Floor of the Main Campus Building located at 3600 First Avenue, North in Birmingham, Alabama. The Water Works Board of the City of Birmingham (“BWWB”) has adopted a voluntary Historically Underutilized Business (“HUB”) Program designed to encourage the participation of HUB firms in construction projects. To that end, the BWWB will never exclude any firm from participation in, deny any person benefits of, or otherwise discriminate in connection with the award and performance of BWWB contracts based on social or economic status. Historically Underutilized Business (HUB): a business formed for the purpose of making a profit and is at least 51% owned, operated and/or controlled by one or more American citizens or permanent resident aliens who are a: Minority Business Enterprise (MBE); Women Business Enterprise (WBE); or Disadvantaged Business Enterprise (DBE) [herein sometimes collectively referred to as a HUB].
It is the intent of the BWWB to foster competition among contractors, suppliers and vendors that will result in better quality and more economical services for the BWWB. SECTION ONE: ADVERTISEMENT AND NOTICE FOR BIDS ( 2022 )
Sealed bids will be received by the City of Northport, Alabama, a Municipal Corporation, in the Council Chambers in the City Hall, 3500 McFarland Boulevard, on the 9th day of July , 2024 , until 10:00, a.m., o’clock, local time, and then publicly opened and read for the furnishing of all labor and material (where required) and equipment for performing a public works project according to the plans, details, specifications and Contract Documents.
Award of the contract will be made within forty-five (45) calendar days from the date of the bid opening.
The Project:
A. The Project shall be known as River Run Park at Northport Shore – Package No. 2 Athletic Fields and the general character of said public works project shall consist of the following: Construction of 9 synthetic turf athletic fields including proof rolling & acceptance of the subgrade from package no. 1 contractor. Construction of fields includes but is not limited to a perimeter underdrain system, gravel subgrade, lateral flat drains system, concrete ribbon curb, vinyl field fencing and gates, tension cable safety netting and associated poles and foundations, dugout lean rails, batters eyes, foul poles, tension cable batting tunnels and poured concrete backstop walls. Finished synthetic turf playing surface and associated sand and rubber infill, logos, field striping, mounds, bases & accessories NOT INCLUDED IN THIS PACKAGE.
B. The approximate quantities of said Project are as follows: 9 athletic fields covering an area of approximately 780,000 sf.
C. Special instructions are as follows: defined in the construction plans and specifications.
D. The City will furnish the following: N/A
E. Time of Construction: From the date stated in the Notice to Proceed, the Project time of construction is 120 consecutive calendar days.
1. Plans and Specifications:
Plans and specifications and all related Contract Documents are open for public inspection at the office of TTL, Inc., located at 3516 Greensboro Avenue, Tuscaloosa, AL 35401, and plans, specifications and other elements of the contract documents may be obtained from the office of the Engineer/Architect Chambless King Architects, LLC designated as the office of the awarding authority for this purpose, located at 12 W Jefferson St, Ste 300, Montgomery, Alabama. A. Plans, specifications and Contract Documents may be obtained at the above location upon the deposit of $200.00, which amount does not exceed twice the cost of printing, reproduction, handling and distribution of each set of such documents. Deposits by prime Contractor bidders are refundable in full upon return of all documents in reusable condition within ten (10) days of bid opening. Additional sets of bid documents for prime Contractor bidders, subcontractors, vendors or dealers may be obtained upon payment of the same deposit. Such deposits will be refunded, less the cost of printing, reproduction, handling and distribution, if all the documents are returned in reusable condition within ten (10) days of bid opening.
B. All eligible refunds of deposits for plans and specifications will be made by the City within twenty (20) days of bid opening.
2. Qualification of Bidders:
A. All bidders must be responsible, meeting the criteria and requirements set forth in the Instructions to Bidders and bid proposal.
B. Prequalification of Bidders IS ; IS NOT X required.
If prequalification of bidders is indicated to be required by the preceding sentence, then written prequalification information is available for review at the same office where plans, specifications and Contract Documents are available.
C. The attention of all bidders is called to the provisions of State law governing “general Contractors,” as set forth in Ala. Code §34-8-1, et seq. (1975), and rules and regulations promulgated pursuant thereto.
D. If a construction manager is being utilized and this contract is one of a multiple of trade contracts, then the bidder shall be fully licensed for the trade, as determined by applicable law.
E. The City may not enter into a contract with a non-resident corporation or entity which is not qualified under State law to do business in the State of Alabama.
F. All bidders shall possess all other licenses and/or permits required by applicable law, rule or regulation for the performance of the work.
G. All bidders must submit with their proposal, Contractor’s license number and a copy of the license. State law, Ala. Code §34-8-8(b), requires all bids to be rejected which do not contain the General Contractor’s current license number.
H. The City reserves the right to reject all bids and/or reject and rebid the Project should it determine the same is in the best interest of the City.
4. Construction Manager:
If the preceding blank is marked with an affirmative indication, it means that this contract involves the use of a construction manager and this contract is one of several multiple trade and/or multiple prime contracts for work on the Project. Bidders attention is called to the supplemental conditions attached to the General Conditions of the Contract Documents regarding this topic.
5. Bid Bonds: Each bidder must submit with its bid a cashier’s check drawn on an Alabama bank or a fully executed bid bond on the form that is contained in the Contract Documents executed by a surety company duly authorized and qualified to make bond in the State of Alabama. All bonds, sureties and/or cashier checks will be made payable to the City for an amount not less than 5 percent of the City’s or its engineers or architects estimated cost of the Project or of the total bid in the proposal, but in no event more than $50,000.00.
6. Sales and Use Tax Savings: Alabama Department of Revenue Rule 810-6-3.69.02(2010) exempts certain payment of state, county, and municipal sales and use taxes by the contractor or subcontractor on tangible personal property to be incorporated into the realty pursuant to a contract with a municipal corporation such as the City of Tuscaloosa. All tax exempt purchases shall be in accordance with the laws of this state and the Alabama Department of Revenue. It is the sole responsibility of the successful contractor to make the necessary inquiries and determinations as to what materials or items of tangible personal property to be incorporated into the project qualify as tax exempt in the opinion of the Alabama Department of Revenue. Unless otherwise noted, the project will be bid and administered in compliance with the State of Alabama Act 2013-205, Certificate of Exemption from Sales and Use Tax for Governmental Entities, regarding sales and use taxes. Sales and use taxes shall not be included in the bid. The Contractor shall be responsible for obtaining a certificate of exemption from the Alabama Department of Revenue for purchases of materials and other tangible property made part of the project. Any subcontractors purchasing materials or other tangible personal property as part of the project shall also be responsible for obtaining a certificate of exemption. The estimate sales and use tax saving must be accounted for on the bid proposal. Failure to provide the estimated sales and use tax savings may render the bid as non-responsive. Other than determining responsiveness of the bid, sales and use tax accounting shall not affect the bid pricing nor shall be considered in the determination of the lowest responsible and responsive bidder.

Sealed bids will be received by the City of Spanish Fort, Alabama, (hereinafter called “Owner”) for the construction of a New Central Fire Station for the City of Spanish Fort, Alabama, until Thursday, June 27, 2024, at 11:00 A.M. Bids will be opened and publicly read aloud at the Spanish Fort Community Center, 7361 Spanish Fort Boulevard, Spanish Fort, Alabama, at 11:00 A.M. on Thursday, June 27, 2024, for furnishing all labor and materials and performing all work required by the following project:
CITY OF SPANISH FORT, CENTRAL FIRE STATION
The construction work is generally described as follows: Construction of a new, +/-19,000 sq. ft. Fire Station and associated Site Work. Three hundred eighty (380) calendar days are allowed for the construction of the project.
All bids must be on blank forms provided in the specifications. A certified check or a Bidder’s Bond, payable to the Owner for an amount not less than five percent (5%) of the amount bid, but in no event more than ten thousand ($10,000.00) dollars, shall be filed with the bid, the Bidder’s Bond being prepared on the form specified and signed by a bonding company authorized to do business in the State of Alabama.
A Performance Bond in the form and terms approved by the Owner in an amount not less than the sum bid will be required at the signing of the Contract, in addition to a Labor and Materials Bond in the form and terms approved by the Owner in an amount not less than one hundred percent (100%) of the Contract price insuring payment for all labor and materials. The Contractor must also furnish to the Owner at the signing of the Contract Certificate of Insurance coverage as shown in the specifications.
No bids will be considered unless the bidder, whether resident or non-resident of Alabama, is properly qualified to submit a bid for this construction in accordance with all applicable laws of the State of Alabama. This shall include evidence of holding a current license from the State Licensing Board for General Contractors, Montgomery, Alabama, as required by Chapter 8 of Title 34, of the Code of Alabama, 1975. Any contractor that desires to bid as a prime contractor must have the required major classifications of license per Section 230-X-.27 of the State of Alabama Licensing Board for General Contractors Administrative Code to perform the work required in this contract.
