The Board of School Commissioners of Mobile County request qualifications from Architects to furnish design services for a Maritime Career Technical School.
Response to the RFQ will be accepted until 2:00pm (Central Time Zone) on Tuesday, May 12, 2026, in the Purchasing Office at 1 Magnum Pass, Mobile, AL 36618. Responses may be hand delivered or by mail on the date as indicated above. ELECTRONIC RESPONSES WILL NOT BE ACCEPTED. All responses received after 2:00 pm May 12, 2026, will be returned unopened.
Design contracts shall be awarded only to Design Teams licensed by the State Licensing Board of Alabama and/or equivalent reciprocity certification, as required by the code of Alabama. MCPSS reserves the right to select, re-advertise and/or reject any proposal for any reason.
A Mandatory Pre-Design Conference will be held on Monday, May 4, 2026 @ 9:30 am at the Facilities Administration Building at 1 Magnum Pass, Mobile, AL 36618.

Sealed proposals for this project shall be received by Dr. Brent Harrison, Superintendent at 4010 Lil Spartan Dr, Saraland, AL 36571, until 2:30 PM Central Time, Thursday, April 30, 2026, and then opened and read aloud.
A Non-Mandatory Pre-Bid Conference will be held on Wednesday, April 22, 2026, at 10:30 AM Central Time on site.
All General Contractors bidding on this project shall be required to visit the site and examine all existing conditions prior to submitting their proposal. Please contact Daniel Clark at 251-586-2449 to arrange visit.
All Bidders shall have general liability and workman’s compensation insurance. The project shall be bid excluding taxes. Bids must be submitted on proposal forms furnished by the Architect or copies thereof. The Owner reserves the right to reject any or all proposals and to waive technical errors if, in the Owners judgment, the best interests of the Owner will thereby be promoted.
A certified check or Bid Bond payable to Saraland City Schools in an amount not less than five percent (5%) of the amount of the bid, but in no event more than $10,000.00 must accompany the bidder’s sealed proposal. Performance and statutory labor and material payment bonds will be required at the signing of the Contract.
All Bidders shall have general liability and workman’s compensation insurance. The project shall be bid excluding taxes. Bids must be submitted on proposal forms furnished by the Architect or copies thereof. No bid may be withdrawn after scheduled closing for receipt of bids for a period of ninety (90) days. Bluff Sewer Interceptor Main will be received by the Owner at the Office of the Mayor’s
conference room located at 600 N. Montgomery Avenue Sheffield, AL 35660 until
Tuesday, May 12, 2026 at 2:00 p.m., and then at said office publicly opened and read

The project will include the removal of approximately 2,155 LF of 38” rolled steel
sewer main attached to the bluff along the Tennessee River and replaced with 38” coated steel pipe supported by structural steel support bents. Also, includes an add alternate for trenchless repair of approximately 2,200 LF of 24” and 36” gravity sewer lines.
The CONTRACT DOCUMENTS may be obtained at the office of The Engineer upon
payment of $100.00 (plus postage if mailing is requested) for each set. The
Engineer is White, Lynn, Collins and Associates, Inc., 219 West Alabama Street,
Florence, Alabama 35630.
The Contractor will be charged only for the cost of producing the plans and

Sealed bids will be received by the Director of Transportation at the office of the Alabama Department of Transportation, Montgomery, Alabama until 10:00 AM on April 24, 2026 and at that time publicly opened for constructing the Traffic Signa Upgrades at Signalized Intersections on various routes at various locations in the Southwest Region (Mobile Area) as indicated in the plans.
The total amount of uncompleted work under contract to a contractor must not exceed the amount of his or her qualification certificate.
The Entire Project Shall Be Completed In Forty-five (45) Working Days.
A Bidding Proposal may be purchased for $5.00. Plans may be purchased for $12.00 per set. Plans and Proposals are available at the Alabama Department of Transportation, 1409 Coliseum Boulevard, Room E-108, Montgomery, AL 36110. Checks should be made payable to the Alabama Department of Transportation. Plans and Proposals will be mailed only upon receipt of remittance. No refunds will be made.
Minimum wage rates for this project have been pre-determined by the Secretary of Labor and are set forth in the advertised specifications. This project is subject to the contract work hours and Safety Standards Act and its implementing regulations.
Cashier’s check or bid bond for 5% of bid (maximum – $50,000.00) made payable to the Alabama Department of Transportation must accompany each bid as evidence of good faith.
The bracket range is shown only to provide general financial information to contractors and bonding companies concerning the project’s complexity and size. This Bracket should not be used in preparing a bid, nor will this bracket have any bearing on the decision to award this contract.
The Bracket Estimate On This Project Is From $127,063 To $155,299.
The proposed work shall be performed in conformity with the rules and regulations for carrying out the Federal Highway Act.
