NOTICE IS HEREBY GIVEN that the MOWA Choctaw Housing Authority (MCHA) is soliciting for sealed bids for Project: RFQ-11-27-2023-001_MCHA Five Homes Project, New Construction of Five Homes Project located on the MOWA Band of Choctaw Indians Reservation in McIntosh.
This invitation for Bid is open to selected General Contractors/Home Builders; however, the award shall be made under unrestricted solicitation to the lowest/responsive/responsible bidder using the “X” Factor tabulation (Indian Preference). The Project will be awarded to one Prime Contractor.
This project includes the new construction of five houses and utility infrastructure including a septic system. The Contractor shall furnish all labor, materials, tools, equipment, and incidentals thereto required for completion of the project. A mandatory Pre-Bid meeting and site visit will be held at the MOWA Choctaw Housing Authority, 1080 A Red Fox Road, Mt. Vernon, AL 36560 on December 14, 2023, at 11:00 AM (CT). The Request for Information (RFI) Deadline is December 20, 2023, at 11:00 AM (CT). The Project bid documents will be available on December 14, 2023. Bids are due on December 28, 2023, at the MOWA Choctaw Housing Authority by 11:00 AM (CT) at 1080 A Red Fox Road, Mt. Vernon, AL 36560, Attention: Lillie Steiner. Bids will be opened and publicly read aloud at the MCHA Conference Room immediately following. MCHA reserves the right to reject any or all the bids. The awarding of bids will be pending approval of the MOWA Choctaw Housing Authority.
All bids must be sealed and addressed to the MOWA Choctaw Housing Authority and plainly marked with the Bidder’s name and the Project name. Bids shall be on a Lump Sum basis per the Project documents; segregated bids will not be accepted. The Project Manual and bid documents are made a part of this Invitation for Bid.

Bids must be submitted on proposal forms furnished by the Board of School Commissioners of Mobile County or copies thereof. All bidders bidding in amounts exceeding that established by the State Licensing Board for General Contractors must be licensed under the provisions of Title 34, Chapter 8, Code of Alabama, 1975, and must show evidence of license before bidding or bid will not be received or considered by the Architect. The bidder shall show such evidence by clearly displaying his or her current license number on the outside of the sealed envelope in which the proposal is delivered. The Owner reserves the right to reject any or all proposals and to waive technical errors if, in the Owner’s judgment, the best interests of the Owner will thereby be promoted.

Sealed bids will be received by the Director of Transportation at the office of the Alabama Department of Transportation, Montgomery, Alabama until 10:00 AM on December 08, 2023 and at that time publicly opened for constructing the Planing, Resurfacing, Traffic Signal Upgrades, and Traffic Stripe on SR-217 from the intersection of SR-17 (US-45) to the junction of Lakeview Ridge Lane south of Georgetown. Length 12.069 mi.
The total amount of uncompleted work under contract to a contractor must not exceed the amount of his or her qualification certificate.
The Entire Project Shall Be Completed In Seventy-five (75) Working Days. A 1.00% DBE Contract Obligation Is Required.
A Bidding Proposal may be purchased for $5.00. Plans may be purchased for $12.00 per set. Plans and Proposals are available at the Alabama Department of Transportation, 1409 Coliseum Boulevard, Room E-108, Montgomery, AL 36110. Checks should be made payable to the Alabama Department of Transportation. Plans and Proposals will be mailed only upon receipt of remittance. No refunds will be made.
Minimum wage rates for this project have been pre-determined by the Secretary of Labor and are set forth in the advertised specifications. This project is subject to the contract work hours and Safety Standards Act and its implementing regulations.
Cashier’s check or bid bond for 5% of bid (maximum – $50,000.00) made payable to the Alabama Department of Transportation must accompany each bid as evidence of good faith.
The bracket range is shown only to provide general financial information to contractors and bonding companies concerning the project’s complexity and size. This Bracket should not be used in preparing a bid, nor will this bracket have any bearing on the decision to award this contract.
The Bracket Estimate On This Project Is From $3,546,769 To $4,334,940.
The proposed work shall be performed in conformity with the rules and regulations for carrying out the Federal Highway Act.
Plans and Specifications are on file in Room E-108 of the Alabama Department of Transportation at Montgomery, Alabama 36110.
In accordance with the rules and regulations of The Alabama Department of Transportation, proposals will be issued only to prequalified contractors or their authorized representatives, upon requests that are received before 10 AM., on the day previous to the day of opening of bids.
The bidder’s proposal must be submitted on the complete original proposal furnished him or her by the Alabama Department of Transportation.

WATER TANK INSPECTION AND MAINTENANCE

Work includes inspection, tank interior washout and cleaning, tank exterior power washing and cleaning, and preparation of a detailed printed and digital report of the tank condition. The report shall include an overall assessment of the tank condition and an itemized listing and estimate of cost for deficiencies noted and/or repairs needed. The work also includes minor maintenance and repair of water tanks where work is authorized by the Owner.
Plans and specifications may be inspected and obtained at the office of Speaks & Associates, Consulting Engineers, Inc., 732 Oak Circle Drive West, Mobile, Alabama 36609. A completed Request for Bid Documents form (which may be obtained by emailing brendah@speaks.cc and requesting it), along with a non-refundable deposit in the amount of $75.00 (payable to Speaks & Associates) is required for each set of plans and specifications. No plans and specifications will be issued to contractors later than 4:00 p.m. local time on the Thursday prior to the bid date.
All bids must be on blank forms provided in the Specifications and submitted in its entirety. A Cashier’s Check drawn on an Alabama bank or a Bidder’s Bond, payable to South Alabama Utilities for an amount not less than five percent (5%) of the amount bid shall be filed with the proposal, the Bidder’s Bond being prepared on the form specified and signed by a bonding company authorized to do business in the State of Alabama.
A Performance Bond in the form and terms approved by the Owner in an amount not less than the sum of the bid will be required at the signing of the Contract, and in addition, a bond in form and terms approved by the Owner insuring payment for all labor and materials will be required. In addition, the Contractor must furnish at the time of the signing of the Contract a certificate of insurance coverage as provided in the specifications which will include Comprehensive Insurance, Contractor’s Automobile Liability Insurance, Owner’s Protective Liability Insurance, or a Comprehensive General and Public Liability policy naming the Owner, Engineer, and their agents and employees as additionally insured, and where applicable, Subcontractor’s Public Liability and Property Damage Insurance. The right is reserved to reject any and/or all bids and to waive informalities and to furnish any item of material or work to change the amount of said Contract. Liquidated damages for non-compliance of the work within the time limit agreed upon will be assessed in accordance with the terms of the Contract.
Each bid must be submitted in a sealed envelope on forms provided in the specifications and shall be clearly marked as bid for: Water Tank Inspection and Maintenance (SAU Bid 23-07). The Owner reserves the right to reject any and all bids and to waive any formalities in the bidding. Contractors bidding on this project must hold a current license from the State Licensing Board of General Contractors, Montgomery, Alabama. No bids will be considered unless the bidder, whether resident or non-resident of Alabama, is properly qualified to submit a proposal for this construction in accordance with all applicable laws of the State of Alabama. This shall include evidence of holding a current license from the State Licensing Board for General Contractors, Montgomery, Alabama, as required by Chapter 8 of Title 34, of the Code of Alabama, 1975. In addition, non-residents of the State, if a corporation, shall show evidence of having qualified with the Secretary of State to do business in the State of Alabama. No bid shall be withdrawn for a period of 60 days subsequent to the opening of bids without the consent of the Owner.

The City of Saraland (Saraland) seeks responses to this formal Request for Letter of Interest (“RLI”), from General Contracting firms to provide professional construction services for the City of Saraland for Phase 1A Package of “The Land” Sportsplex Project.
This project will include:
The project will include a roughly 70,000 square foot recreation center building which includes 4 basketball courts, office space, meeting space, gym, and climbing walls, 3 outdoor tennis courts, 6 outdoor pickleball courts and 3 sand volleyball courts with surrounding hardscapes and landscapes for “The Land” Sportsplex. The project budget for this portion of the project is approximately $25 million. The City of Saraland aims to select a General Contractor for Phase 1A of this project. The General Contractor shall work as part of a collaborative project team along with the Owner, Architect, and Program Manager. The delivery method for this project will be a Design-Bid-Build form of an agreement utilizing pre-qualifications for all General Contractors.

Letter of Interest. On-time submission is mandatory.
Prior to submitting any materials describing your firm’s qualifications a general Letter of Interest must be submitted and received by The City of Saraland’s Program Managers Hoar Program Management (HPM). The letter should include your firm’s contact person by name, title, and physical address along with the phone number(s) and email addresses.
The City of Saraland requests that the sealed Letters of Interest be submitted for the Construction Services for “The Land’ Sportsplex to the HPM Mobile Office, 2203 Perimeter Road, Mobile, AL 36605 by 2:00 p.m. (CT) on December 4, 2023, to receive consideration.
