Sealed Bids will be received, opened, and read aloud by Restore Mobile for the Oakdale Cottages on Thursday, January 11, 2024 at 2:00 pm.
Work will include the construction of four (4) affordable, historically appropriate, cottages on Marine Street in the Oakdale neighborhood of Mobile. Qualified contractors are invited to Bid.
This contract is for the purpose of providing all materials and labor to complete the project in conformance with the Construction Drawings and Contract Documents. Bids will be valid for 90 days.

Any contract awarded under this Invitation for Bids may be paid for in whole or in part with grant funding from ARPA with Restore Mobile, and Mobile County Commissioner Merceria Ludgood. The contract will be between Restore Mobile and the selected Contractor. The contract will be subject to the terms and conditions of the funding award and all other municipal, state, and federal laws or regulations, as applicable, including all applicable federal contract provisions detailed in Appendix II to Part 200.
Minority and women’s business enterprises are solicited to bid on this contract as prime contractors and are encouraged to make inquiries regarding potential subcontracting opportunities and equipment, material and/or supply needs. All bidders must make positive efforts to use small and minority owned business (MBE) and women business enterprises (WBE) in accordance with 2 CFR 200.321.
The Contractor will be required to obtain a business license from the City of Mobile to operate within the Corporate Limits.

NOTICE IS HEREBY GIVEN that the MOWA Choctaw Housing Authority (MCHA) is soliciting for sealed bids for Project: RFQ-11-27-2023-001_MCHA Five Homes Project, New Construction of Five Homes Project located on the MOWA Band of Choctaw Indians Reservation in McIntosh.
This invitation for Bid is open to selected General Contractors/Home Builders; however, the award shall be made under unrestricted solicitation to the lowest/responsive/responsible bidder using the “X” Factor tabulation (Indian Preference). The Project will be awarded to one Prime Contractor.
This project includes the new construction of five houses and utility infrastructure including a septic system. The Contractor shall furnish all labor, materials, tools, equipment, and incidentals thereto required for completion of the project. A mandatory Pre-Bid meeting and site visit will be held at the MOWA Choctaw Housing Authority, 1080 A Red Fox Road, Mt. Vernon, AL 36560 on December 14, 2023, at 11:00 AM (CT). The Request for Information (RFI) Deadline is December 20, 2023, at 11:00 AM (CT). The Project bid documents will be available on December 14, 2023. Sealed bids will be received by the Director of Transportation at the office of the Alabama Department of Transportation, Montgomery, Alabama until 10:00 AM on December 08, 2023 and at that time publicly opened for constructing the Planing, Resurfacing, Traffic Signal Upgrades, and Traffic Stripe on SR-217 from the intersection of SR-17 (US-45) to the junction of Lakeview Ridge Lane south of Georgetown. Length 12.069 mi.
The total amount of uncompleted work under contract to a contractor must not exceed the amount of his or her qualification certificate.
The Entire Project Shall Be Completed In Seventy-five (75) Working Days. A 1.00% DBE Contract Obligation Is Required.
A Bidding Proposal may be purchased for $5.00. Plans may be purchased for $12.00 per set. Plans and Proposals are available at the Alabama Department of Transportation, 1409 Coliseum Boulevard, Room E-108, Montgomery, AL 36110. Checks should be made payable to the Alabama Department of Transportation. Plans and Proposals will be mailed only upon receipt of remittance. No refunds will be made.
Minimum wage rates for this project have been pre-determined by the Secretary of Labor and are set forth in the advertised specifications. This project is subject to the contract work hours and Safety Standards Act and its implementing regulations.
Cashier’s check or bid bond for 5% of bid (maximum – $50,000.00) made payable to the Alabama Department of Transportation must accompany each bid as evidence of good faith.
The bracket range is shown only to provide general financial information to contractors and bonding companies concerning the project’s complexity and size. This Bracket should not be used in preparing a bid, nor will this bracket have any bearing on the decision to award this contract.
The Bracket Estimate On This Project Is From $3,546,769 To $4,334,940.
The proposed work shall be performed in conformity with the rules and regulations for carrying out the Federal Highway Act.
Plans and Specifications are on file in Room E-108 of the Alabama Department of Transportation at Montgomery, Alabama 36110.
In accordance with the rules and regulations of The Alabama Department of Transportation, proposals will be issued only to prequalified contractors or their authorized representatives, upon requests that are received before 10 AM., on the day previous to the day of opening of bids.
The bidder’s proposal must be submitted on the complete original proposal furnished him or her by the Alabama Department of Transportation.

Notice is hereby given that The Utilities Board of the Town of Citronelle dba South Alabama Utilities, a Public Corporation will receive sealed bids for the following described work at the office of South Alabama Utilities, 8100 Joy Street, Citronelle, Alabama 36522 (P. O. Box 428, Citronelle, Alabama 36522-0428), until 4:00 p.m., local time, Tuesday, December 12, 2023 and then publicly opened and read at the Board meeting which begins at 1:00 p.m. on Wednesday, December 13, 2023:
WATER TANK INSPECTION AND MAINTENANCE
SAU Bid 23-07
Work includes inspection, tank interior washout and cleaning, tank exterior power washing and cleaning, and preparation of a detailed printed and digital report of the tank condition. The report shall include an overall assessment of the tank condition and an itemized listing and estimate of cost for deficiencies noted and/or repairs needed. The work also includes minor maintenance and repair of water tanks where work is authorized by the Owner.
Plans and specifications may be inspected and obtained at the office of Speaks & Associates, Consulting Engineers, Inc., 732 Oak Circle Drive West, Mobile, Alabama 36609. A completed Request for Bid Documents form (which may be obtained by emailing brendah@speaks.cc and requesting it), along with a non-refundable deposit in the amount of $75.00 (payable to Speaks & Associates) is required for each set of plans and specifications. No plans and specifications will be issued to contractors later than 4:00 p.m. local time on the Thursday prior to the bid date.
All bids must be on blank forms provided in the Specifications and submitted in its entirety. A Cashier’s Check drawn on an Alabama bank or a Bidder’s Bond, payable to South Alabama Utilities for an amount not less than five percent (5%) of the amount bid shall be filed with the proposal, the Bidder’s Bond being prepared on the form specified and signed by a bonding company authorized to do business in the State of Alabama.
A Performance Bond in the form and terms approved by the Owner in an amount not less than the sum of the bid will be required at the signing of the Contract, and in addition, a bond in form and terms approved by the Owner insuring payment for all labor and materials will be required. In addition, the Contractor must furnish at the time of the signing of the Contract a certificate of insurance coverage as provided in the specifications which will include Comprehensive Insurance, Contractor’s Automobile Liability Insurance, Owner’s Protective Liability Insurance, or a Comprehensive General and Public Liability policy naming the Owner, Engineer, and their agents and employees as additionally insured, and where applicable, Subcontractor’s Public Liability and Property Damage Insurance. The right is reserved to reject any and/or all bids and to waive informalities and to furnish any item of material or work to change the amount of said Contract. Liquidated damages for non-compliance of the work within the time limit agreed upon will be assessed in accordance with the terms of the Contract.
Each bid must be submitted in a sealed envelope on forms provided in the specifications and shall be clearly marked as bid for: Water Tank Inspection and Maintenance (SAU Bid 23-07). The Owner reserves the right to reject any and all bids and to waive any formalities in the bidding. Contractors bidding on this project must hold a current license from the State Licensing Board of General Contractors, Montgomery, Alabama. No bids will be considered unless the bidder, whether resident or non-resident of Alabama, is properly qualified to submit a proposal for this construction in accordance with all applicable laws of the State of Alabama. These notices shall satisfy a procedural requirement for activities to be undertaken by the MOWA Band of Choctaw Indians.
REQUEST FOR RELEASE OF FUNDS
On or about November 30, the MOWA Band of Choctaw Indians will submit a request to HUD for the release of Indian Housing block Grant funds under Native American Housing Assistance and Self-Determination Act 1996, as amended, to undertake a project known as 24 residential rental houses at the McIntosh and Mt. Vernon sites of the MOWA Band of Choctaw Indians Reservation. The project is bounded by MOWA Band of Choctaw Indians, 1080 W Red Fox Road, Mt. Vernon, AL 36560. The total estimated cost of the project is $5,483,862.00.
FINDING OF NO SIGNIFICANT IMPACT
The MOWA Band of Choctaw Indians has determined that the project will have no significant impact on the human environment. Therefore, an Environmental Impact Statement under the National Environmental Policy Act of 1969 (NEPA) is not required. Additional project information is contained in the Environmental Review Record (ERR) on file at the MOWA Choctaw Housing Authority Office, 1080 A Red Fox Road, Mt. Vernon, AL 36560, and may be examined or copied weekdays 8 A.M. to 4:00 P.M.
PUBLIC COMMENTS
Any individual, group, or agency disagreeing with this determination or wishing to comment on the project may submit written comments to the Director of MOWA Choctaw Housing Authority. All comments received by December 15, 2023, 0will be considered by the Tribe prior to authorizing submission of a request for release of funds. Commentators should specify which part of this Notice they are addressing.
ENVIRONMENTAL CERTIFICATION
The MOWA Choctaw Housing Authority certifies to HUD/Alabama that Dr. Lebaron Byrd, in his capacity as Chief consents to accept the jurisdiction of the Federal Courts if an action is brought to enforce responsibilities in relation to the environmental review process and that these responsibilities have been satisfied. HUD’s Illinois approval of the certification satisfies its responsibilities under NEPA and related laws and authorities and allows the NAHASDA funds to use Program funds.
OBJECTIONS TO RELEASE OF FUNDS
HUD/Illinois will accept objections to its release of funds and the MOWA Band of Choctaw Indians certification for a period of fifteen days following the anticipated submission date or its actual receipt of the request (whichever is later) only if they are on the following bases: (a) the certification was not executed by the Certifying Officer or other officer of the Tribe approved by HUD; (b) the Tribe has omitted a step or failed to make a decision or finding required by HUD regulations at 24 CFR Part 58; (c) the grant recipient or other participants in the project have committed funds or incurred costs not authorized by 24 CFR Part 58 before approval of a release of funds by HUD; or (d) another Federal agency acting pursuant to 40 CFR Part 1504 has submitted a written finding that the project is unsatisfactory from the standpoint of environmental quality. Objections must be prepared and submitted in accordance with the required procedures (24 CFR Part 58, Sec. 58.76)) and shall be addressed to Mark Butterfield, Administrator, U.S. Department of HUD Office of Native American Programs, 77 W.
