NOTICE IS HEREBY GIVEN that the MOWA Choctaw Housing Authority (MCHA) is soliciting for sealed bids for Project: RFQ-12-02-2024-001_MCHA 5 Homes Project, New Construction of 5 Homes Project located on the MOWA Band of Choctaw Indians Reservation in McIntosh.
This invitation for Bid is open to selected General Contractors/Home Builders; however, the award shall be made under unrestricted solicitation to the lowest/responsive/responsible bidder using the “X” Factor tabulation (Indian Preference). The Project will be awarded to one Prime Contractor.
This project includes the new construction of five homes and utility right of way to the home including septic system. The Contractor shall furnish all labor, materials, tools, equipment, and incidentals thereto required for completion of the project. A mandatory Pre-Bid meeting will be held at the MOWA Choctaw Housing Authority, 1080 A Red Fox Road, Mt. Vernon, AL 36560 on December 16, 2024 (CT). The Request for Information (RFI) Deadline is December 19, 2024, at 2:00 PM (CT). The Project bid documents will be available on December 16, 2024. NOTICE TO PUBLIC
REQUEST FOR QUALIFICATIONS
ENGINEERING/PLANNING SERVICES
The City of Satsuma is soliciting statements of qualifications from qualified firms and individuals interested in providing professional services related to the development of a master plan for the revitalization of Gunnison Creek Park. The park currently contains a canoe and kayak launch. Development of the plan will include the completion of a site assessment and conceptual drawings for improvements and upgrades.
The scope of work will consist of the following activities:
1. Surveying Services: The engineer/landscape architect will provide surveying work in accordance with the Standards of Practice for Surveying in the State of Alabama to include Boundary survey and plat of property lines, topographic survey with all visible site improvements including: ingress/egress, underground and observed utilities.
2. Environmental Investigation and Site Assessment: A preliminary site assessment will be conducted to determine if jurisdictional waters are located on the subject property. This assessment will include a desktop review of historical aerial imagery, USGS quadrangle topography maps, County soils maps, and National Wetland Inventory maps. A site visit will also be conducted to study the site for wetland conditions and provide a professional opinion on regulatory compliance. A summary of findings will be provided upon the completion of this scope of work. If it is determined that regulated wetlands are present on the subject property, the city is prepared to complete the delineation of jurisdictional waters of the U.S. including wetlands and streams on the property.
3. Master Planning: Landscape Architecture and Engineering Services Schematic Design: Based on findings in the site investigation and due diligence phase the engineer/landscape architect will develop a Concept/Schematic plan(s) with supporting imagery to convey design intent and direction for the vision of the park and provide presentation material including up to three (3) public meetings. It is assumed that at least one of these meetings would include collaboration with city council representatives, and/or administrative leadership from the city in which some minor revisions may result leading into the design development phase.
4. Master Plan Design Development Phase: Utilizing feedback from the Schematic Design phase, the plan will be developed further into a final master plan drawing and rendering of the park to be provided for further design review by the client. The plan submittal will be accompanied by one detailed estimate of probable cost, and a Final Due Diligence Report on the proposed design of the site.
Statements of qualifications will be evaluated and ranked on the basis of the following criteria:
1. Knowledge of waterfront park planning-20 points
2. Resources and availability-20 points
3. Experience of proposed personnel-20 points
4. Understanding and familiarity with the needs and environment of the community-20 points
5. Previous experience in working with locality-20 points
Total possible points to be achieved: 100
These statements of qualifications are being requested in accordance with 2 CFR 200 UNIFORM ADMINISTRATIVE REQUIREMENTS, COST PRINCIPLES, AND AUDIT REQUIREMENTS FOR FEDERAL AWARDS, and the “modified” Common Rule as adopted by the State of Alabama. A contract will be awarded to the qualified applicant whose statement of qualification is determined to be the most appropriate. The City reserves the right to reject any or all statements of qualifications, and to waive any irregularities or informalities in the qualifications solicitation process.
Envelopes containing statements of qualifications must be sealed and labeled on the outside as follows: “Statement of Qualifications for Engineering/Planning Services” and may be mailed or hand delivered to Mark Barlow, Mayor, City of Satsuma, PO Box 517 (mailing), 5464 Old Highway 43 (physical), Satsuma, Alabama, 36572. Sealed Bids for the construction of the Corn Branch Tributary Restoration will be received by the City of Loxley at Loxley City Hall, 1089 S Hickory Ln, Loxley, AL 36551 until 10:00 AM local time on January 15, 2025, at which time the Bids received will be publicly opened and read. The Project consists of constructing a re-aligned and re-graded stream channel and floodplain with stability structures incorporated throughout.

Painting and Repairs to Cahaba Cove and Warrior Potable Water Tanks

NOTICE TO BIDDERS
Sealed Bids for the Painting & Repairs to BOTH Cahaba Cove and Warrior Potable Water Tanks will be received by the Water Works Board of the City of Birmingham, Attn: Chief Engineer Hattye D. McCarroll, P.E., 3600 First Avenue North, Birmingham, Alabama 35222, until 10:00 am local time on Thursday December 19th, 2024. At this time, the bids will be opened and read aloud in the Engineering Department conference room on the second floor of the main campus building. Bids can be mailed in or delivered in person. Any bids not received by the exact stated time will be rejected and returned unopened.
The Water Works Board of the City of Birmingham is soliciting these two tank projects to be performed by one contractor in a tight timeframe before Summer 2025. Total quoted cost of both bids together will be used to determine contract award. Schedule of work must accommodate having both tanks completed by May 2025 with each tank being offline for NO MORE THAN 90 days. It will be up to the contractor to determine if both tanks will need to be done concurrently or overlapped. Contractor shall provide mobilization, demobilization, cleanup, and all labor, materials, tools, equipment, and incidentals required to do the following work on each tank:
Cahaba Cove Tank: All cleaning, silt removal inside tanks, surface preparation, painting, replacement of interior ladder rungs, relocation of the interior portion of the overflow pipe to the tank exterior, and repairs including installing roof ventilation cover, roof finial vents screens, any repairs requiring welding, removal and replacement of foundation grout and caulk, new cable climb system inside and outside, refinishing of concrete surfaces, protection of all finished paint surfaces of the tank, and all other miscellaneous associated items as necessary to complete the Work. It will be the Contractor’s responsibility to maintain the roadway and access to the project once started. This work includes all structural, sanitary, safety, and repair items as instructed in Appendix A of the Project Specifications. In this Appendix, regarding the Repair item #2 listed on page 5 (Cahaba Cove Tank), the contractor is to leave the antenna in place and is not to remove or repair this item. Regarding the sampling system currently installed on this tank, only the existing sample lines should be replaced in the riser pipe. Please see the drawings in Appendix A for further information regarding this item.
Warrior Tank: All cleaning, silt removal inside tanks, surface preparation, painting, repairs including installing shell manholes, sampling system, sump pit inside, mixing system, roof finial vents screens, any repairs requiring welding, removal and replacement of foundation grout and caulk, cable climb system inside, refinishing of concrete surfaces, protection of all finished paint surfaces of the tank, and all other miscellaneous associated items as necessary to complete the Work. It will be the Contractor’s responsibility to maintain the roadway and access to the project once started. This work includes all structural, sanitary, safety, and repair items as instructed in Appendix A of the Project Specifications.
Bidding Documents may be examined at the office of the BWWB Project Manager, Matt Rocksvold, Engineering Department at the Water Works Board of the City of Birmingham, 3600 First Avenue North, Birmingham, AL 35222.
Prime Contract bidders may obtain one complete set of Bidding Documents from the office of the Chief Engineer of the Water Works Board of the City of Birmingham upon payment of $300.00 deposit by company check or certified check and signing a nondisclosure statement. No personal checks or any other form of payment will be accepted. This payment shall be refunded in full to each prime contractor bidder upon the return of the Bidding Documents and drawings in a reusable condition within 10 days after the bid opening. Company check or certified check for documents shall be made payable to the Water Works Board of the City of Birmingham, 3600 First Avenue North, Birmingham, Alabama 35222 and mailed to the attention: Ms. Hattye McCarroll, PE, Chief Engineer. No additional charge will be made for delivery of documents via UPS ground. Those requesting shipment of documents via carriers other than UPS ground will be provided shipment at the requester’s expense. Partial sets of Bidding Documents will not be available to any Bidder. Neither the OWNER nor the ENGINEER will be responsible for full or partial sets of Bidding Documents, including any addenda, obtained from other sources. No Bidder may withdraw or alter his bid within sixty (60) calendar days after the actual date of the Bid Opening.
A Mandatory Pre-Bid Conference and Site Visit will be held at 10:00 am local time on Tuesday December 3, 2024, beginning in the Engineering Department Conference Room located at address above. After a short pre-bid meeting, site visits will follow to both tanks. Cahaba Cove Tank is at 106 Pine Bluff Trail, Trussville, AL 35173; and the Warrior Tank is at 301 10th Street West, Warrior, AL 35180. The purpose of the Pre-Bid Conference is to raise questions pertaining to the Bidding Documents and Contract Documents and for the OWNER or its representatives to clarify any points. Bids WILL NOT BE ACCEPTED from any Prospective Bidder who has not attended a Pre-Bid Conference and site visit.
All Prospective Bidders must complete and include the HUB Resource Engagement Form (HUB Form 3) with their sealed bid. HUB Program Acknowledgement (HUB Form 1), HUB Compliance Form (HUB Form 2), HUB Subcontractor Utilization Form (HUB Form 6) of Section 00451 HUB Program must also be submitted as shown above, NO EXCEPTIONS.
Each Bid shall be accompanied by a cashier’s check drawn on an Alabama Bank, or Bid Bond, in the amount of five percent (5%) of the bid, not to exceed $10,000.00 in the form and subject to conditions provided for in the Specifications.
The Successful Bidder will be required to furnish a Performance Bond and a Labor & Material Payment Bond, each in an amount equal to one hundred percent (100%) of the Contract Award.
Bidders shall comply with all statutory requirements in accordance with the Instruction to Bidders. Bids will only be received from Contractors who are licensed by the State of Alabama. Contract time of commencement and completion will be in accordance with the Agreement.
The Water Works Board of the City of Birmingham (“BWWB”) has adopted a voluntary, Historically Underutilized Business (“HUB”) Program designed to encourage the participation of HUB firms in construction projects. To that end, the BWWB will never exclude any firm from participation in, deny any person benefits of, or otherwise discriminate in connection with the award and performance of BWWB contracts based on racial, gender, social, or economic status.
It is the intent of the BWWB to foster competition among contractors, suppliers, and vendors that will result in better quality and more economical services for the BWWB. Under this program, BWWB has established a goal of 30% participation of HUB firms for services required for BWWB construction projects. The BWWB’s stated goal will not be the sole determining factor in construction contract awards; however, bidders MUST demonstrate Good Faith Efforts toward meeting the goal of the HUB Program for best consideration.
Failure on the part of a bidder to fully submit the information required herein may be considered by the BWWB in evaluating whether the bidder is responsive and responsible to bid requirements. Alabama Code §31-13-9 (1975) provides that as a condition for the award of any contract by The Water Works Board of the City of Birmingham, any business entity or employer that employs one or more employees within the state of Alabama shall provide documentation of enrollment in the E-Verify program. Each Prospective Bidder must complete the Certification Regarding Debarment in Section 00201 as a consideration for the award of any contract by The Water Works Board of the City of Birmingham. The Certification must be complete in its entirety and must be included with the Prospective Bidder’s Bid (NO EXCEPTIONS).
Legislature of Alabama Act 2013-205 grants the Alabama Department of Revenue (ADOR) the authority to issue certificates of exemption from sales and use taxes for construction projects for certain governmental agencies. Pursuant to Act 2013-205, Section 1(g) the Contractor accounts for the sales tax not included in the Bid Form by submitting an Accounting of Sales Tax-Attachment to BWWB Bid Form. Failure to provide an accounting of sales tax shall render the bid non-responsive. Other than determining responsiveness, sales tax accounting shall not affect the bid pricing nor be considered in the determination of the lowest responsible and responsive bidder. After Notice of Award, Contractor and Subcontractor licensed by the State Board for General Contractors must comply with ADOR requirements for making application for qualification of the exemption and are responsible for ADOR reporting requirements for the duration of the project.
If a Contract is to be awarded, it will be awarded to the lowest responsive and responsible Bidder, who has neither been disqualified nor rejected pursuant to the Contract Documents, and whose Bid, based on an evaluation by the OWNER, indicates that the award will be in the best interest of the project and will result in the lowest overall cost to the OWNER for completion of the project. The OWNER reserves the right to reject any or all proposals, the right to waive irregularities, and the right to accept any proposal deemed to be in the best interest of the OWNER. If a Contract is to be awarded, it will be awarded within 60 calendar days after the day of opening bids.

Notice is hereby given that the Alabama Department of Environmental Management is providing the opportunity for interested persons to comment on documents that propose to certify that the State of Alabama has fulfilled Section 175A(d) of the Clean Air Act Amendments (CAAA) for the 2008 lead NAAQS. Section 175A(d) requires the inclusion of contingency provisions in the maintenance plan that would be implemented by the state to correct any future violation(s) of the NAAQS in areas that had been redesignated to attainment. Since the Sanders Lead facility is the only significant source of lead emissions in the Troy area, the approach used for the maintenance plan to demonstrate that attainment of the lead standard will continue to be maintained was based upon the enforceable control measures in place for the Sanders Lead facility. Interested parties may request that a public hearing be held.
If a hearing is held, it will be held on January 6, 2025, at 10:00 a.m. in Room 1201 at the ADEM – Central Office location at 1400 Coliseum Blvd. in Montgomery.
Those requesting a hearing should call (334) 271-7909. The deadline to submit a request for a hearing is 5:00 p.m. on January 3, 2025.
