ADVERTISEMENT FOR BIDS
Sealed proposals will be received by the City of Robertsdale (hereinafter called “Owner”) at Robertsdale City Hall (22647 Racine Street, Robertsdale, Alabama 36567) until 2:00 p.m. CDT on AUGUST 14, 2025, and thereafter the same will be publicly opened, for furnishing all labor and materials and performing all work required by the following project:
Robertsdale Amphitheater

The construction work is generally described as follows: Construction of a new Amphitheater Building, Public Restrooms, Sitework Grading and Drainage. The Amphitheater Building is +-/5,760 square feet under roof and Restrooms and Concessions Area is +-/3,700 square feet. Sitework includes vacating a portion of East Chicago Street, new walks, grading drainage and perimeter decorative fencing. This includes but is not limited to: site work, utilities, CMU block walls, timber frame roof trusses, brick veneer, framing, metal roof, plumbing, mechanical and electrical services. The City of Robertsdale will provide undercut and backfill to within 6” of Finished Grading for all areas.
All bids must be on forms provided in the specifications. A certified check or a Bidder’s Bond, payable to the Owner for an amount equal to five percent (5%) of the contractor’s total amount bid, but in no event more than ten thousand dollars ($10,000) shall be provided with the proposal. The Bidder’s Bond shall be prepared on the form specified and signed by a bonding company authorized to do business in the State of Alabama.
A Performance Bond in the form and terms approved by the Owner in an amount not less than the sum bid will be required at the signing of the Contract, in addition to a Labor and Materials Bond in the form and terms approved by the Owner in an amount not less than one hundred percent (100%) of the Contract price insuring payment for all labor and materials. The Contractor must also furnish to the Owner at the signing of the Contract a Certificate of Builders Risk Insurance coverage as shown in the specifications.
No bids will be considered unless the bidder, whether resident or non-resident of Alabama, is properly qualified to submit a proposal for this construction in accordance with all applicable laws of the State of Alabama. This shall include evidence of holding a current license from the State Licensing Board for General Contractors, Montgomery, Alabama, as required by Chapter 8 of Title 34, of the Code of Alabama, 1975. Any contractor that desires to bid as a prime contractor must have the required major classifications of license per Section 230-X-.27 of the State of Alabama Licensing Board for General Contractors Administrative Code to perform the work required in this contract.
The CONTRACT DOCUMENTS may be examined at the office of the Architect. Copies of the CONTRACT DOCUMENTS may be obtained upon payment of $500.00 for each set and shall be available on July 31th, 2025 at the office of the Architect located at: Adams Stewart Architects LLC, 22615 Highway 59 North, Robertsdale, Alabama 36567 (Contact: David Adams, Architect / Phone: 251-947-3864). Any BIDDER, upon returning the CONTRACT DOCUMENTS promptly and in good condition, will be refunded the payment. Any Bidder that does not bid will not be refunded the payment. Other sets for general contractors, and sets for subcontractors and dealers, may be obtained with the same deposit, which will not be refunded. Bids must be submitted on proposal forms furnished by the Architect or copies thereof.
The City of Robertsdale, Alabama reserves the right to reject any and all proposals and to waive informalities in the bidding. No bid shall be withdrawn for a period of Sixty (60) days subsequent to the opening of bids without the consent of the Owner.
A mandatory pre-bid conference will be held on Thursday, August 7th, 2925, at 10:00 a.m. CST at the City Hall. All contractors not having a representative at this meeting will be disqualified from bidding on this project.

INVITATION TO BIDDERS

A cashier’s check or bid bond payable to MAEF Public Charter Schools in an amount not less than five (5) percent of the amount of the bid, but in no event more than $10,000, must accompany the bidder’s proposal. Bid bonds are to be issued by an acceptable bonding company licensed to do business in the State, with a Power of Attorney, to confess judgment thereon, with the understanding that it shall guarantee that the bidder shall not withdraw his bid for the guarantee period of sixty (60) days after the scheduled closing time for the receipt of bids; that if his bid is accepted, he will enter into a formal contract with the Owner, and that in the event of a withdrawal of said bid within said period, or the failure to enter into said contract within the time specified, the bidder shall be liable to the Owner for the full amount of the bid guarantee as liquidated damages and not as a forfeit or as a penalty. The bid bond and certified checks on unsuccessful bidders will be returned upon awarding the contract or rejection of all bids, in no event, later than the number of days in the guarantee period from the opening of proposals. That of the successful bidder will be returned when formal contract and bonds are accepted and approved.
Bids must be submitted on proposal forms furnished by the Architect or copies thereof. All bidders bidding in amounts exceeding that established by the State Licensing Board for General Contractors must be licensed under the provisions of Title 34, Chapter 8, Code of Alabama, 1975, and must show evidence of license before bidding or bid will not be received or considered by the Architect; the bidder shall show such evidence by clearly displaying his or her current license number on the outside of the sealed envelope in which the proposal is delivered. The Owner reserves the right to reject any or all proposals and to waive technical errors if, in the Owner’s judgment, the best interests of the Owner will thereby be promoted.

The project primarily consists of the replacement of the existing axial flow stormwater pumps with new submersible electric pumps, pump column, piping modifications, electrical and controls. The work will consist of, but not limited to, demolition of existing piping and pumps, piping modifications, valves, fittings, installation of new electrical and controls, and incidentals and appurtenances necessary for a complete and functioning pump station.

A strongly recommended Pre-Bid meeting will be held at the City of Chickasaw City Hall, 224 N. Craft Highway, Chickasaw, AL 36671, and a following visit to the project site on Tuesday, July 29, 2025 at 10:00 am central.
Bid security shall be furnished in accordance with the Instructions to Bidders.
Bidders shall furnish proof of qualifications to perform the Work as described in the Instructions to Bidders.
Time of commencement of the Work and Contract Times for completion shall be in accordance with the Agreement.
The City of Chickasaw reserves the right to reject any and all bids, waive technicalities, informalities or irregularities in the bids received, solicit new bids, or to choose that bid which is deemed to be in the best interest of the City of Chickasaw.
The instructions contained in this “Notice to Bidders” shall be considered as an extension and part of the project contract documents.
No bids will be considered unless the bidder, whether resident or non-resident of Alabama, is properly licensed and qualified to submit a proposal for this construction in accordance with all applicable laws of the State of Alabama. This shall include evidence of holding a current license from the State Licensing City for General Contractors, Montgomery, Alabama, as required by Chapter 8 of Title 34, of the Code of Alabama, 1975. In addition, non-residents of the State, if a corporation, shall show evidence of having qualified with the Secretary of State to do business in the State of Alabama.
Prior to the award of a competitively bid contract to a contractor having one or more employees in the State of Alabama, Alabama law requires that the contractor provide the City proof of enrollment in E-Verify (see www.uscis.gov/everify) and to execute a certificate of compliance with the Beason-Hammon Alabama Taxpayer And Citizen Protection Act (Act 2011-535), as amended by Act 2012-491. Regardless of employment in the State of Alabama, proof of enrollment in E-Verify shall be provided.
No bid shall be withdrawn for a period of forty-five (45) days subsequent to the opening of bids without the consent of the City of Chickasaw.
