James Operations Center, 4725 Moffett Road, Suite A, Mobile, AL 36618-0249 until 12:00 p.m., Local Time, September 8, 2025, and then publicly opened and read at 1:00 p.m. for furnishing all labor, materials, and performing all work for the following project: Contract No: M5712-2826, Project Name: Scott Dairy Loop – Dawes Lake Road Sewer Force Main.

ADVERTISEMENT FOR BIDS
Sealed proposals will be received by the City of Saraland, Saraland, Alabama, in the City Hall at 727 U.S. Highway 43, Saraland, Alabama until 5:00 P.M., local time August 28, 2025 and then publicly opened at 6:30 P.M. during the Scheduled Council Meeting for furnishing all labor and materials, and performing all work required by the City of Saraland and described as follows:

Forty (40) working days are allowed for the construction of the project.
All bids must be on blank forms provided in the Specifications. A certified check or a Bidder’s Bond, payable to the City of Saraland, Saraland, Alabama, for an amount not less than five percent (5%) of the amount bid, but in no event more than ten thousand dollars ($10,000.00), shall be filed with the proposal, the Bidder’s Bond being prepared on the form specified and signed by a bonding company authorized to do business in the State of Alabama. Only bids from qualified contractors licensed as required by the Alabama State Licensing Board for General Contractors will be accepted.
A Performance Bond in the form and terms approved by the City in an amount not less than the sum bid will be required at the signing of the contract, and in addition, a bond in form and terms approved by the City in an amount not less than fifty percent (50%) of the contract price insuring payment for all labor and materials. In addition, the Contractor must furnish to the City at the time of the signing of the Contract a certificate of insurance coverage as provided in the specifications which will include comprehensive insurance, Contractor’s Automobile Liability Insurance, Owner’s Protective Liability Insurance, and where applicable, Sub-Contractor’s Public Liability and Property Damage Insurance. The right is reserved to reject any and/or all bids and to waive informalities and to furnish any item of material or work to change the amount of said contract.
Liquidated damages for non-completion of the work within the time limit agreed upon will be assessed in accordance with the terms of the Contract.
Plans and specifications are on file and may be seen in the Office of Neel-Schaffer, Inc. 5 Dauphin Street Suite 200 Mobile, AL 36602 (Attention: Kirby Latham). Plans and specifications may be obtained by depositing One Hundred Dollars ($100.00) with the Project Engineer for each set. This deposit will not be refunded. No plans and specifications will be issued to contractors later than twenty-four (24) hours prior to the specified time of receiving bids.

Plans and specifications may be inspected and obtained at the office of Speaks & Associates, Consulting Engineers, Inc., 732 Oak Circle Drive West, Mobile, Alabama 36609. A deposit of $75.00 payable to Speaks & Associates, along with a completed Request for Bid Documents form (which may be obtained by emailing brendah@speaks.cc and requesting it), is required for each set of plans and specifications. Bidder is responsible for shipping costs. The deposit will not be refunded. No plans and specifications will be issued to contractors later than the Thursday prior to receiving bids.
The bidder must provide their name, address, and other information required by the Project Engineer on the Request for Bid Documents form in order to obtain a numbered set of Contract Documents, which will be assigned to that bidder. The Contract Documents are for that bidder’s exclusive use and a bid submitted by any other bidder using a numbered set that has not been assigned to them is automatically disqualified. This provision will not be waived.
It is the bidder’s responsibility to verify with the Project Engineer no later than 72 hours prior to the bid time and date that they have received all addenda and other supplemental information issued by the Engineer during the bid period for use in preparing the bid.
A bid bond or certified check equal to five percent (5%) of the base bid payable to Kushla Water District must accompany each bid. No bid may be withdrawn for a period of 60 days following the bid opening unless approved by the Owner.
Each bid must be submitted in a sealed envelope on forms provided in the specifications and shall be clearly marked bid for: Water System Improvements/New Elevated Water Storage Tank (500,000-Gallon Leg Type Tank). The entire bid book must be submitted in the bid package, along with the experience documentation, resumes, design sketches, and other items called for by the bid documents. The construction work is generally described as follows: Construction of a new Amphitheater Building, Public Restrooms, Sitework Grading and Drainage. The Amphitheater Building is +-/5,760 square feet under roof and Restrooms and Concessions Area is +-/3,700 square feet. Sitework includes vacating a portion of East Chicago Street, new walks, grading drainage and perimeter decorative fencing. This includes but is not limited to: site work, utilities, CMU block walls, timber frame roof trusses, brick veneer, framing, metal roof, plumbing, mechanical and electrical services. The City of Robertsdale will provide undercut and backfill to within 6” of Finished Grading for all areas.
All bids must be on forms provided in the specifications. A certified check or a Bidder’s Bond, payable to the Owner for an amount equal to five percent (5%) of the contractor’s total amount bid, but in no event more than ten thousand dollars ($10,000) shall be provided with the proposal. The Bidder’s Bond shall be prepared on the form specified and signed by a bonding company authorized to do business in the State of Alabama.
A Performance Bond in the form and terms approved by the Owner in an amount not less than the sum bid will be required at the signing of the Contract, in addition to a Labor and Materials Bond in the form and terms approved by the Owner in an amount not less than one hundred percent (100%) of the Contract price insuring payment for all labor and materials. The Contractor must also furnish to the Owner at the signing of the Contract a Certificate of Builders Risk Insurance coverage as shown in the specifications.
No bids will be considered unless the bidder, whether resident or non-resident of Alabama, is properly qualified to submit a proposal for this construction in accordance with all applicable laws of the State of Alabama. This shall include evidence of holding a current license from the State Licensing Board for General Contractors, Montgomery, Alabama, as required by Chapter 8 of Title 34, of the Code of Alabama, 1975. Any contractor that desires to bid as a prime contractor must have the required major classifications of license per Section 230-X-.27 of the State of Alabama Licensing Board for General Contractors Administrative Code to perform the work required in this contract.
The CONTRACT DOCUMENTS may be examined at the office of the Architect. Copies of the CONTRACT DOCUMENTS may be obtained upon payment of $500.00 for each set and shall be available on July 31th, 2025 at the office of the Architect located at: Adams Stewart Architects LLC, 22615 Highway 59 North, Robertsdale, Alabama 36567 (Contact: David Adams, Architect / Phone: 251-947-3864).
