MOBILE COUNTY, ALABAMA
Sealed bids will be received by the Director of Transportation at the office of the Alabama Department of Transportation, Montgomery, Alabama until 10:00 AM on December 05, 2025 and at that time publicly opened for constructing the Bridge Replacement (Grading, Drainage, Pavement, and Bridge Removal) on SR-13 (US-43) over Cold Creek north of Creola. Length 0.795 mi.
The total amount of uncompleted work under contract to a contractor must not exceed the amount of his or her qualification certificate.
The Entire Project Shall Be Completed In Two Hundred Fifty (250) Working Days.
A Bidding Proposal may be purchased for $5.00. Plans may be purchased for $52.00 per set. Plans and Proposals are available at the Alabama Department of Transportation, 1409 Coliseum Boulevard, Room E-108, Montgomery, AL 36110. Checks should be made payable to the Alabama Department of Transportation. Plans and Proposals will be mailed only upon receipt of remittance. No refunds will be made.
Minimum wage rates for this project have been pre-determined by the Secretary of Labor and are set forth in the advertised specifications. This project is subject to the contract work hours and Safety Standards Act and its implementing regulations.
Cashier’s check or bid bond for 5% of bid (maximum – $50,000.00) made payable to the Alabama Department of Transportation must accompany each bid as evidence of good faith.
The bracket range is shown only to provide general financial information to contractors and bonding companies concerning the project’s complexity and size. This Bracket should not be used in preparing a bid, nor will this bracket have any bearing on the decision to award this contract.
The Bracket Estimate On This Project Is From $7,369,118 To $9,006,700.
The proposed work shall be performed in conformity with the rules and regulations for carrying out the Federal Highway Act.
Plans and Specifications are on file in Room E-108 of the Alabama Department of Transportation at Montgomery, Alabama 36110.
In accordance with the rules and regulations of The Alabama Department of Transportation, proposals will be issued only to prequalified contractors or their authorized representatives, upon requests that are received before 10 AM., on the day previous to the day of opening of bids.
The bidder’s proposal must be submitted on the complete original proposal furnished him or her by the Alabama Department of Transportation.

Work includes test hole, test well, water supply well, hydrogeological work, updated Source Water Assessment, final report and other necessary items for each site.
Plans and specifications may be inspected and obtained at the office of Speaks & Associates, Consulting Engineers, Inc., 732 Oak Circle Drive West, Mobile, Alabama 36609. A completed Request for Bid Documents form (which may be obtained by emailing brendah@speaks.cc and requesting it), along with a non-refundable deposit in the amount of $100.00 (payable to Speaks & Associates) is required for each set of plans and specifications. Bidders are responsible for shipping costs. No plans and specifications will be issued to contractors later than 4:00 p.m. local time on the Thursday prior to the bid date.
All bids must be on blank forms provided in the Specifications and submitted in its entirety. A Cashier’s Check drawn on an Alabama bank or a Bidder’s Bond, payable to South Alabama Utilities for an amount not less than five percent (5%) of the amount bid shall be filed with the proposal, the Bidder’s Bond being prepared on the form specified and signed by a bonding company authorized to do business in the State of Alabama.
A Performance Bond in the form and terms approved by the Owner in an amount not less than the sum of the bid will be required at the signing of the Contract, and in addition, a bond in form and terms approved by the Owner insuring payment for all labor and materials will be required. In addition, the Contractor must furnish at the time of the signing of the Contract a certificate of insurance coverage as provided in the specifications which will include Comprehensive Insurance, Contractor’s Automobile Liability Insurance, Owner’s Protective Liability Insurance, or a Comprehensive General and Public Liability policy naming the Owner, Engineer, and their agents and employees as additionally insured, and where applicable, Subcontractor’s Public Liability and Property Damage Insurance. The right is reserved to reject any and/or all bids and to waive informalities and to furnish any item of material or work to change the amount of said Contract. Liquidated damages for non-compliance of the work within the time limit agreed upon will be assessed in accordance with the terms of the Contract.
Each bid must be submitted in a sealed envelope on forms provided in the specifications and shall be clearly marked as bid for: Test and Finish Well Sites in West Mobile County/Blackwell Nursery Road Site and Johnson Road North Site (SAU Bid 25-06). The Owner reserves the right to reject any and all bids and to waive any formalities in the bidding. Contractors bidding on this project must hold a current license from the State Licensing Board of General Contractors, Montgomery, Alabama. No bids will be considered unless the bidder, whether resident or non-resident of Alabama, is properly qualified to submit a proposal for this construction in accordance with all applicable laws of the State of Alabama. This shall include evidence of holding a current license from the State Licensing Board for General Contractors, Montgomery, Alabama, as required by Chapter 8 of Title 34, of the Code of Alabama, 1975. In addition, non-residents of the State, if a corporation, shall show evidence of having qualified with the Secretary of State to do business in the State of Alabama. No bid shall be withdrawn for a period of 60 days subsequent to the opening of bids without the consent of the Owner.
