Box 428), Citronelle, Alabama 36522, until 4:00 p.m., local time, Tuesday, January 27, 2026 and then publicly opened and read at the Board Meeting which begins at 1:00 p.m. on Wednesday, January 28, 2026.

(Consisting of approximately 16,500 Meters)
and other necessary items.
Bidders for this project are notified that they are required to purchase American-made equipment and products with the funding provided under the DWSRF program in accordance with the provisions included in the bid documents. Any AMI Equipment or systems proposed for use other than that specified herein must be submitted for review and approval by the Owner as prescribed. Submittal for alternate equipment must be made by January_15,2026.
Plans and specifications may be inspected and obtained at the office of Speaks & Associates, Consulting Engineers, Inc., 732 Oak Circle Drive West, Mobile, Alabama 36609. A deposit of $125.00 payable to Speaks & Associates, along with a completed Request for Bid Documents form (which may be obtained by emailing brendah@speaks.cc and requesting it), is required for each set of plans and specifications. The deposit will not be refunded. Bidders are responsible for shipping costs. No plans and specifications will be issued to contractors later than 72 hours prior to receiving bids.
The bidder must provide their name, address, and other information required by the Project Engineer on the Request for Bid Documents form in order to obtain a numbered set of Contract Documents, which will be assigned to that bidder. The Contract Documents are for that bidder’s exclusive use and a bid submitted by any other bidder using a numbered set that has not been assigned to them is automatically disqualified. This provision will not be waived.
It is the bidder’s responsibility to verify with the Project Engineer no later than 72 hours prior to the bid time and date that they have received all addenda and other supplemental information issued by the Engineer during the bid period for use in preparing the bid.
A bid bond or certified check equal to five percent (5%) of the base bid payable to South Alabama Utilities must accompany each bid. No bid may be withdrawn for a period of 60 days following the bid opening unless approved by the Owner.
Each bid must be submitted in a sealed envelope on forms provided in the specifications and shall be clearly marked bid for: SAU Bid 25-07 AMI Metering System. The entire bid book must be submitted in the bid package, along with the experience documentation, resumes, design sketches, and other items called for by the bid documents. The Owner reserves the right to reject any and all bids and to waive any formalities in the bidding.
