MOBILE COUNTY, ALABAMA
Sealed bids will be received by the Director of Transportation at the office of the Alabama Department of Transportation, Montgomery, Alabama until 10:00 AM on February 27, 2026 and at that time publicly opened for constructing the Planing, Resurfacing, Traffic Signal Upgrades (Backplate Replacement), and Traffic Stripe on SR-17 (US-45) from the junction of Jaine Avenue to a point 0.250 mile north the SR-158 Interchange in Prichard. Length 4.171 mi.
The total amount of uncompleted work under contract to a contractor must not exceed the amount of his or her qualification certificate.
The Entire Project Shall Be Completed In Seventy-five (75) Working Days.
A Bidding Proposal may be purchased for $5.00. Plans may be purchased for $15.00 per set. Plans and Proposals are available at the Alabama Department of Transportation, 1409 Coliseum Boulevard, Room E-108, Montgomery, AL 36110. Checks should be made payable to the Alabama Department of Transportation. Plans and Proposals will be mailed only upon receipt of remittance. No refunds will be made.
Minimum wage rates for this project have been pre-determined by the Secretary of Labor and are set forth in the advertised specifications. This project is subject to the contract work hours and Safety Standards Act and its implementing regulations.
Cashier’s check or bid bond for 5% of bid (maximum – $50,000.00) made payable to the Alabama Department of Transportation must accompany each bid as evidence of good faith.
The bracket range is shown only to provide general financial information to contractors and bonding companies concerning the project’s complexity and size. This Bracket should not be used in preparing a bid, nor will this bracket have any bearing on the decision to award this contract.
The Bracket Estimate On This Project Is From $2,412,607 To $2,948,742 .
The proposed work shall be performed in conformity with the rules and regulations for carrying out the Federal Highway Act.

In accordance with the rules and regulations of The Alabama Department of Transportation, proposals will be issued only to prequalified contractors or their authorized representatives, upon requests that are received before 10 AM., on the day previous to the day of opening of bids.

INVITATION TO BIDDERS
Sealed proposals will be received by the Board of School Commissioners of Mobile County, until 2:00 P.M., legally prevailing time, on March 4, 2026 for the Theodore High School Chiller Replacement at the Mobile County Public School System Facilities Office, Building F, 1 Magnum Pass, Mobile, AL 36618, at which time and place they will be publicly opened and read.
A cashier’s check or bid bond payable to Board of School Commissioners of Mobile County in an amount not less than five (5) percent of the amount of the bid, but in no event more than $10,000, must accompany the bidder’s proposal. Performance and Payment Bonds and evidence of insurance required in the bid documents will be required at the signing of the Contract.

Bid bonds are to be issued by an acceptable bonding company licensed to do business in the State, with a Power of Attorney, to confess judgment thereon, with the understanding that it shall guarantee that the bidder shall not withdraw his bid for the guarantee period of sixty (60) days after the scheduled closing time for the receipt of bids; that if his bid is accepted, he will enter into a formal contract with the Owner, and that in the event of a withdrawal of said bid within said period, or the failure to enter into said contract within the time specified, the bidder shall be liable to the Owner for the full amount of the bid guarantee as liquidated damages and not as a forfeit or as a penalty. The bid bond and certified checks on unsuccessful bidders will be returned upon awarding the contract or rejection of all bids, in no event, later than the number of days in the guarantee period from the opening of proposals. That of the successful bidder will be returned when formal contract and bonds are accepted and approved.
Bids must be submitted on proposal forms furnished by the Architect or copies thereof. All bidders bidding in amounts exceeding that established by the State Licensing Board for General Contractors must be licensed under the provisions of Title 34, Chapter 8, Code of Alabama, 1975, and must show evidence of license before bidding or bid will not be received or considered by the Architect; the bidder shall show such evidence by clearly displaying his or her current license number on the outside of the sealed envelope in which the proposal is delivered. The Owner reserves the right to reject any or all proposals and to waive technical errors if, in the Owner’s judgment, the best interests of the Owner will thereby be promoted.
All Bidders are required to attend a mandatory pre-bid conference to be held at the Mobile County Public School System Facilities Office, Building F, 1 Magnum Pass, Mobile, AL 36618 at 10:00 A.M. on February 26, 2026. The bidder’s company employee attending the pre-bid conference shall have qualifications and experience with the construction to be performed within this project. Any questions concerning the pre-bid conference shall be directed to the Architect.
Nonresident bidders must accompany any written bid documents with a written opinion of an attorney at law licensed to practice law in such nonresident bidder’s state of domicile, as to the preferences, if any or none, granted by the law of that state to its own business entities whose principal places of business are in that state in the letting of any or all public contracts.

Notice is hereby given that the MLK Avenue Redevelopment Corporation (MLKARC) will receive sealed bids until 2:00 p.m. CST, Wednesday, the 18th day of February 2026, at 676 S. University Blvd. Mobile, AL 36609 for the above stated construction project.
The bids will be publicly opened and read at 2:15 p.m. CST. All Bids received after the specified time will be automatically rejected and returned immediately unopened. MLKARC reserves the right to reject any and all bids and to waive informalities in this bidding. Bids must be submitted on the bid form provided. Bidders must request the bid form via email to dpierce@mlkarc.com. A firm fixed price contract award will be made in writing to the lowest responsive and responsible bidder 2 CFR 200.320(b)(1)(ii)(D).
MLKARC complies with 2 CFR 200.321, including the requirement in (6) which states that the selected and awarded contractor will be required to solicit MBE/WBE firms as part of their subcontracting process.
Contractors will submit single family detached house plans for the construction one (1) affordable home on narrow infill lots owned by MLKARC. The 1,300 sq/ft 3 BR 2BA affordable homes must reflect the historic character of the homes in the MLK Bottoms and Campground area must be submitted by a licensed architect. A description of the projects include:

This procurement, the executed contract, and the work performed must adhere to 2 CFR 200 and is being funded with ARPA-SLFRF dollars. The executed contract will need to include applicable federal contract provisions within Appendix II to Part 200.
No Bid may be modified, withdrawn, or canceled for a period of sixty (60) days after the time designated above for the receipt of bids.
REQUIRED INFORMATION
In order for the Bid to be considered, Bidders must supply all of the information listed below. References will be checked.
A copy of each bidders City of Mobile Business License and State of Alabama Licensing Board of General Contractors license and/or State of Alabama Homebuilders license shall be included in the envelope containing the bid. All Bids must be accompanied by a copy of the bidder’s Alabama Home Builders License and Certificate of Commercial General Liability Insurance. Bids must be submitted on bid forms provided or copies thereof. Minority-owned and women-owned businesses are encouraged to Bid.
In addition to a lump sum, all bids must contain a schedule of values.
Prior to entering into a contract for the project, the contractor must furnish the owner evidence of comprehensive public liability insurance protecting the owner as an additionally named insured and its officer, agents, architect and employees for not less than one million ($1,000,000) dollars for one person and one million ($1,000,000) dollars per accident. All vehicles must be covered by liability insurance in the amount of one million ($1,000,000) dollars. The contractor, subcontractors and their employees shall be fully covered by Workman’s Compensation Insurance as required by Alabama State Law. The contractor and their insurer shall execute a Waiver of Subrogation in favor of the MLKARC as to its Workman’s Compensation coverage. Default having been made of the terms of the loan documents secured by that certain mortgage executed by Ronald L Schindler, Jr and Laura Verderber, husband and wife, to Mortgage Electronic Registration Systems, Inc., as mortgagee, as nominee for Fairway Independent Mortgage Corporation, its successors and assigns dated January 19, 2018; said mortgage being recorded on February 9, 2018 as Instrument No. 2018007376 in the Office of the Judge of Probate of Mobile County, Alabama. Said Mortgage was last sold, assigned and transferred to PNC Bank, National Association by assignment recorded as Instrument No. 2020066955 in the Office of the Judge of Probate of Mobile County, Alabama.
The undersigned, PNC Bank, National Association, under and by virtue of the power of sale contained in said mortgage, will sell at public outcry to the highest bidder for cash before the main entrance of the Court House in Mobile County, Alabama during the legal hours of sale (between 11am and 4pm), on March 12, 2026 the following property, situated in Mobile County, Alabama, to-wit:
Unit 23, Stonegate, a Condominium, located in Mobile County, Alabama, according to that certain Declaration of Condominium of Stonegate, a Condominium, together with exhibits to the said Declaration of Condominium including the By-Laws of Stonegate Condominium Owners’ Association, Inc., an Alabama Nonprofit Corporation all dated February 4, 2004 and recorded February 13, 2004 in Real Property Book 5538, pages 1667 through 1813 (“the Declaration of Condominium”) in the records in the Office of the Judge of Probate of Mobile County, Alabama, together with the undivided percentage interest in the common areas and facilities declared in the Declaration of Condominium to be appurtenances to the above described unit.

Should a conflict arise between the property address and the legal description, the legal description will control.
Said property will be sold subject to any outstanding ad valorem taxes (including taxes which are a lien, but not yet due and payable), the right of redemption of any taxing authority, all outstanding liens for public utilities which constitute liens upon the property, any matters which might be disclosed by an accurate survey and inspection of the property, any assessments, liens, encumbrances, easements, rights-of-way, zoning ordinances, restrictions, special assessments, covenants, the statutory right of redemption pursuant to Alabama law, and any matters of record including, but not limited to, those superior to said Mortgage first set out above.
